Description'Dear PRofessor Oliver,
The enclosed letter from Sir William Preece with its accompanying long telegram reached us this morning. Having regard to the subject of the telegram the Secretaries this it should be referred to you. If you think it worthy of serious consideration it would presumably be treated as a preliminary mote to a paper for the Royal Society, in which case I imagine Sir William Preece would be willing to act as communicator.'
