| Description | Foster is instructed to request the attention of the Secretary of State for India to the accompanying correspondence [not attached] concerning the publication of the meteorological observations made by the late Mr John Allan Broun in Travancore at the expense of the Maharaja of that state, from 1853-1865.
The Meteorological Council in whose custody the manuscript observations still remain have brought the expediency of the publication before the Royal Society, expressing the opinion that they think these observations are particularly valuable and their publication from a scientific point of view is most desirable. It is further suggested that Mr [John] Eliot, the Director of the Indian Meteorological Department, is thoroughly competent to deal with the matter and that publication through that department would be most suitable.
This opinion is confirmed by General Strachey who in his late visit to India understood from Eliot that he viewed the proposal favourably. The President and Council therefore entirely concur in the proposals made but the Meteorological Council submit for the consideration of Viscount Cross that the Government of India should be addressed on the subject and if possible further discussion and publication of the observations in a suitable form should be undertaken by the Indian Meteorological Department. |
