Description'Sir,
Adverting to Sir Walter Howell's letter of the 19th May, 1909, (E. 20796), and to Mr H Lacy's complaint referred to therein with reference to certain testing work in connection with the National Physical Laboratory, I have the honor to say that Sir Walker Howell's letter and the accompanying communication from Mr Lacy were brought before the Executive Committee of the Laboratory at their meeting on May 21st, and I am desired by them to inform you that, under the regulations governing the administration of the Laboratory, it is within the discretion of the Director to decline to undertake a test, and in the case in question the Executive Committee are of the opinion that this discretion has been properly exercised.'
