Description'Expenses on parcels from abroad directed to us.
We find these are getting heavy. We paid six shilling the other day on one from Russia. This memorandum is to warn you to be cautious how you accept such parcels in future, as we propose that in future our general rile shall be not to pay carriage expenses on unpaid parcels directed to us. To this rule we shall make exceptions only in special cases where good and adequate reasons can be shown why we should pay.'
