Description'By Standing Order 45 papers over 24 pages in length must be submitted to two referees. Some of the available referees for your paper were exceptionally busy in consequence of the war, and the reports came in very slowly. There are some points on which I shall have to write to you before the paper can be published but I was anxious to get an additional opinion before doing so.
I regret the delay, but it was due to a succession of unavoidable causes and to some divergence of opinion.'
