DescriptionNotes that the question of sending out the list of candidates is not one of justice but one of practicality. Explains to Professor [Frederick Orpen] Bower that the receipt of certificates continues up until January, at which point they have to be copied for the pritners and carried through the press, and consequently there is often great difficulty readying them for the first week of February. For the list to be ready by the end of January would require changing the last day for receiving certificates. Alternatively, the whole process of Committee and Council meetings for dealing with candidates could be rearranged for a month later.
