DescriptionEncloses a copy of a letter from Dr. [Leslie] Hayden Guest [not enclosed] regarding the transmission of publications to Russia. Suggests there are two means of handling the situation, either to tell Dr. Guest that it is only difficulty of transmission that has prevented them so far sending to Russia, or to explain to him that, despite Russia being an ally during the war, they are treating her as a late enemey country and therefore she now needs to apply to resume transmission.
