DescriptionWith reference to previous communications between the Secretary, the Kew Observatory and the Royal Society, Foster sends three copies of the final draft memorandum of association, embodying the suggestions made by the Board of Trade, and ready with the Secretary's approval for signature. If approved two of these copies will be returned to Foster for signature by the members of the proposed association.
