DescriptionFoster states that the President and Council of the Royal Society appointed Galton, and the gentleman named in his letter of 26 December 1893, a Committee, with the ability to add to their number "for the purpose of conducting a statistical inquiry into the measurable purpose of conducting a statistical inquiry into the measurable characteristics of plants and animals", with Galton to be chairman. They further granted 50 pounds from the Donation Fund, and believe that for additional expenses they should apply to the Government Grant.

Includes a 'Private' postscript recommending that he add one or more additional botanists in addition to another statistician. Any additions should be reported to Council.
