DescriptionFoster responds to their letter of 28 February at the direction of the President and Council of the Royal Society, with the matter having been laid before them.

While they appreciate the advantages of the Eclipse Committee being a permanent body, they see objections to the Royal Society nominating representative members to serve on a Committee of the Royal Astronomical Society. So, they propose that the two Societies form a permanent Solar Eclipse Committee, with each nominating equal numbers, and the Committee having executive powers, nominating its own chairman and other officers, applying independently to the Government Grant Committee for funds as needed, and publishing results in the way it deems best.

The President and Council of the Royal Society would require that the Committee should report their proceedings occasionally to the Society, but notes that these could be of a brief and formal character.

If the Royal Astronomical Society approves of the proposal, the existing Permanent Eclipse Committee of the Royal Astronomical Society might be converted into the Joint Permanent Committee of the two societies by the nomination of two additional Fellows of the Royal Society.
