Title	Copy letter from Michael Foster, to The Medical Officer, Local Government Board

Description	As directed by the President and Council of the Royal Society, Foster writes to call their attention to the case of Dr S Monckton Copeman, who made an application for a sum to assist him in his work on the pathology of Vaccinia and Variola from the Committee which, under the Society's direction, administers to 4000 pound grant made annually by the Government in aid of scientific research. During consideration of the application they discovered that Copeman holds office under their Board, and that the Board have sums of money available for carrying out investigations such as those undertaken by Copeman. The Committee heard that the Board does not allow any of the funds available for scientific investigation to go to any officer of the Board, and this is why Copeman could not receive assistance from them. As they were impressed with the value and importance of Copeman's work, the Committee have made a grant, but in doing so have passed a resolution to communicate with the Local Government Board to suggest that in future such expenses should be paid out of the money alloted to the Chief Medical Officer for such scientific investigations. They made this resolution as they may in future hesitate to make a grant for an investigation which could be assisted by money provided by another branch of the Government funding. Foster notes that while they appreciate the reasons it is considered undesirable for officers of a department to be subsidised for scientific research, they suggest the rule may be relaxed in certain cases where special precautions are taken.
