Copies of Blackett's 'Note on Paper I: Scientific and Technical Manpower' (revised March 1963) and 'Comment on Paper 5 - Governmnet Machinery to Co-ordinate Science' (March 1963). These papers are part of the 'Cabinet Papers' prepared for Gaitskell in 1959.
