DescriptionMarshall: Not recommended for publication in Philosophical Transactions. The paper only covers a 'small extent of ground' and a 'certain immaturity' characterizes the whole paper. The results of the paper are not 'sufficiently novel or important' to justify a recommendation.

Weldon: The paper is still recommended for publication in Philosophical Transactions. Both parts of the paper are valuable. Although some of the points made in the second part of the paper are not new, it should still be published.
