DescriptionHe is unable to find evidence that his paper differs in kind from his previously published papers. If the paper is not what he thinks it is, it would be more suitable for publication in Proceedings. He believes this won't be advantageous to the subject and wishes that the paper can be considered by the Council of the Royal Society.
