DescriptionThey both concur with regards to the character and value of the paper. They are unsure whether is fits the 'standard of excellence' demanded for Philosophical Transactions. If the standard has become high recently, then it would be difficult to recommend the paper. If the Committee decides to publish the paper they should delete few sections.
