Recommended for publication in the 'Proceedings of the Royal Society of London'. Feels the paper should be more properly reviewed by a more competent physicist to make a judgement on the greater part of the paper. The crystallographic part, on which the reviewer is more confident, 'does not amount to much', but is worth publishing with the rest of the paper, but the reviewer is still not entirely convinced. Paper requires careful editing, due to errors and incompleteness. Suggests removing figures seven and eight.
