Description | As the Royal Society published an abstract of the paper in the Proceedings, in which the future full paper was repeatedly referred, this binds the Committee to publication of the complete paper. If he has been informed earlier about the refusal of the full paper, he would have prepared a new, fuller paper for the Proceedings without reference to the now-refused full paper. Would like to complain that no chance was given to amend the Proceedings paper. Would also like to complain about the length of time it took to inform him of the decision not to publish (over five months). Is unwilling to 'mutilate the paper in the manner you propose'. If they are unwilling to publish, requests that the paper be returned to him.
