Recommended for publication in the 'Proceedings of the Royal Society of London'. Finds it unfortunate that this purely theoretical part was not sent to the same referee as part II. After discussion with Mr. Winckworth's assistant that part II which contains the experimental work has already been approved and is currently being printed. Only the referee familiar with the experimental part can fully judge the value of this theoretical part.
