Attached note states that the previous referee did not recommend publication but didn't want it to be rejected on his opinion alone.
Recommended for publication in Proceedings. At first, he agreed with the first referee that the paper had little reference to physical reality. He later realised that rejection would be 'a grave mistake'. It is an important contribution to the radiation problem by approaching it on different lines. He strongly recommends publication.
