Details of experimental work need to be added, as it is 'very wrong' to publish the paper without letting readers being able to weigh up experimental work. Reference should be made to the work of Seegar and Teller. The results have been followed as a side issue of dielectric work for the British Electric and Allied Industries Research Association, and so they should be published. The paper would be better off published in the Journal of the Institute of Electrical Engineers, Philosophical Magazine or Nature.
