The results of the paper are of sufficient interest and importance but it may not be worth the large expenditure that will be involved. If the paper is printed in its present form, some of the mathematical expressions 'look so ugly that the proof reader would insist upon changes in the printing'. The English used requires modification and the paper is currently too long.
