DescriptionWithdraws his previous recommendation. Suggests that William Burnside's opinion should carry more weight than his own, but it is not so. His previous recommendation rested on the task and method was new, and could be applied to existing problems. William Burnside's reference to Ferdinand Georg Frobenius destroys this notion. Now does not recommend the paper be published in the Philosophical Transactions.
