The paper is him interesting and valuable. Estimates the papers length to be 21 pages of the Proceedings and is of the opinion that while it would bear some abridgement, it cannot without loss be shortened nto 12 pages. Is not acquainted with the reasons for fixing a limit of 12 pages. Unless they are very weighty, he would recommend that in the present instance the 16 pages asked for by the author should be conceded.
