Not recommended for publication in Philosophical Transactions. Larmor cannot understand the paper, the formulae at the top of page 12 on which all seems to hang appears as a quite gratuitous assumption for which he can see no reason. The whole paper is very badly arranged and 'slovenly written'. There is valuable matter in the numerical discussion which requires to be extracted from it and explicitly stated by itself. Larmor is strongly of the opinion that the formulas should appear as an appendix on the experimental paper by Walker already passed for Philosophical Transactions. As he cannot understand the rest of the paper he suggests the author be offered a limited number of pages of an appendix to his previous paper in which he explains his theoretical views. Larmor proposes this on the grounds that the experimental paper is a solid piece of work and it is 'no hardship', but rather the reverse, to ask Walker to revise the manuscript in a form fit for press.
