No clear statement regarding publication in Philosophical Transactions. As the paper stands it contains a number of disjointed observations, the value of which it is difficult to estimate. Many of the various statements are so tentatively given as hardly to amount to more than mere suggestion. The work is very incomplete. On this basis he thinks it undesirable that the paper be published in its present form. It should be held back until the author is able to state his views more definitely and is further able to trace with some degree of continuity the process touched on in the communication.
