Recommended for publication in Proceedings. Much modification is desirable but it can hardly be described as necessary. There are no illustrations. The literary composition of these bulky memoirs seems to him below the standard that might reasonably be exacted by the Royal Society. An unnecessary burden is thrown on the reader by the confused and imperfect presentation of objects, arguments and conclusions. The hand-writing shows that some part of these faults is due to off-hand composition without adequate revision. Galton thinks that these remarks might be communicated to the authors, but he would prefer that these remarks were given anonymously.
