The paper does not seem adequate for Philosophical Transactions. It is rather an incomplete discussion, the physical side of which is barely entered upon at all. The gist of it could be put in one third of the space. It would occupy 20 pages of the Proceedings and as it is beautifully expressed, though at great length, it might perhaps be printed in full. The abstract contains nearly everything essential. Masson does not seem to have found much literature bearing on his paper, for instance he does not know or refer to Cobbett's rough observations in the Proceedings of the Cambridge Philosophical Society a few years ago, nor Rayleigh's use of a blanket as an absorber for moisture from the air.
