Recommended for publication in Philosophical Transactions, if corrected adequately and should be published in full, if at all. The mathematical work needs modification and is presently either wrong or obscure. All the figures would be required. The results are interesting and if established would constitute a definite advance in knowledge. The methods of analysis employed present a considerable amount of novelty. The value of the paper would be very greatly increased if the reader could have confidence in the work. Love discusses his mathematical difficulty in an appended note which can be sent to the author. If his difficulty is real, it practically destroys everything in the paper that is essentially new, but he thinks that the same methods may be applied in a form which avoids this difficulty.
