DescriptionRecommended for publication in the 'Philosophical Transactions of the Royal Society'. Expresses difficulty in grasping the paper. Thinks the author may have confused processes. However, still recommends the paper be published in full due to the careful nature of the experiments and the formulae. 'I do not think the Society ought to take the attitude - "We don't find all this paper sound or are not convinced that it is sound so we won't publish." It is dangerous [illegible] to accept any [illegible] for papers. As long as a paper is not obviously wrong or obviously too long I think the author should be allowed to put the matter in his own way'.
