Not recommended for publication in the 'Philosophical Transactions of the Royal Society'. Remarks that the gun sight used in the paper by the author is about to be superseded by a new, more accurate service sight. Refers to articles published in the Half Yearly Return of Gunnery, which is referenced in the paper by the author. However, as this book is 'Strictly Confidential', it's inclusion in a publically accessible publication 'is to be deprecated'. Suggests removing paragraph 6, page 6, as it contains information about gun sight corrections which may not be known abroad, and 'would at once call attention to it'. Considers much of the paper to be either of little scientific interest, refers to Confidential papers, and opinions which have already been published.
