Considers the paper 'cannot be rewritten on the line of research followed by the author', and 'lacks a coherent scientific basis'. 'It is quite out of the question, but if the Abstract should be printed in the Proceedings then people will wonder why such a promising paper should be [suppressed/supported, word unclear]'.
