Not recommended for publication in the 'Proceedings of the Royal Society of London'. Has not consulted yet with Rudolf Ernst Peierls, but agrees with the opinion of Paul Adrien Maurice Dirac, in that the paper does not contribute to an advance in knowledge. 'It is in short in my view nonsense. Even this is not a reason for rejection for the same could have been or was said about [Louis Victor Pierre Raymond de Broglie, duc de Broglie]'s early work, but in my view it is not the right sort of nonsense to prove fruitful'. Agrees with Arthur Stanley Eddington that is the author has standing, the paper should be published.
