DescriptionNo clear statement regarding publication in the 'Philosophical Transactions of the Royal Society'. Did not give an opinion in last report [RR/6/131] regarding publication of the paper by the Royal Society as this question was not asked in the original letter, and as such 'inferred that all that was wanted was my opinion of the paper itself without reference to its publication'. Does not wish to give an opinion regarding publication because he considers himself 'ignorant of the principles by which the Committee of Papers is guided in selecting memoirs for publication...and...not sufficiently well read in the literature of the subject to know how far [the author's] results are new and original'.
