Recommends publication be held-up until after the war. Suggests taking charge of the entire stock of papers, with copies sent either by the Press or by Pocock in London in response to demands from the Press. 'A confidential document seems much safer left in our stores than housed in the Press and labelled SECRET - NOT TO BE ISSUED'. Paper not to be issued to Fellows. Insert an index number into the volume of the Philosophical Transactions stating delay of publication of the paper. Extra copies to be printed when number required by the Aeronautical Research Committee is known, and the author sent one copy, with further copies sent once the edition is released.
Alternatively, reumber the papers in the volume, and issue the required number of copies to the Aeronautical Research Committee, take stereotypes of the paper for storage until publication. 'This seems to involve additional expense without any practical gain'.
