Recommended for publication in Proceedings. The theoretical part is mainly quotations but this makes the paper more readable. The author has attempted a worthwhile experiment, although a better piece of apparatus should have been used. The author's assumptions about the oil could be 'disasterous'. The author should explain how he obtains the numerical values . There are some 'slipd of the pen' that should be fixed. The words on the drawings should be more obviously marked.
