DescriptionRecommended for publication in the 'Philosophical Transactions of the Royal Society. Considers the conclusions and theory to be sound, and a good basis for further researches. The mathematical section has been made 'too difficult by the equations written down, and by the mode of treatment adopted'. Gives a thorough mathematical discussion of the problem. If the author wishes not to improve this section and instead print is as-is, the paper is still recommended for publication. Will send a graphical construction the next day.
