DescriptionThe paper is of reasonable length. A copy of William Thomson, 1st Baron Kelvin's report [RR/8/319] was sent to Arthur Cayley, whose response is enclosed [RR/8/281]. Asked the author if he would take on board the recommendations for publication in the Philosophical Transactions. The author's response is also enclosed [RR/8/321]. Has communicated to the author that his announcement was premature.

The undersigned think the paper should be published in the Philosophical Transactions.
