DescriptionSays that 'I have given thought to our present state of knowledge concerning the real and simulated moon surface, and also the degree of understanding of the work that exists elsewhere. From all this it is clear that a more compact form of the available information must be devised. I propose, therefore, that we do the experimental and theoretical work required to construct a small number of definite models which have the property that we can claim for them that they would fit approximately with the optical, thermal, radio thermal and radar evidence that we now have'. He goes on to describe this in more detail.
