Says that he is mainly against it and goes on to say why e.g. 'The present lunar receiving laboratory, created mainly for the rather ridiculous purpose of protecting humanity from lunar diseases, is already a substantial bottleneck and I would hate to see it expanded by the attachment of a large research organization'.
