DescriptionSays that they have never rejected an application from any group wanting to carry out ionospheric research at the Arecibo Ionospheric Observatory. Also says that they have never failed to assist with a DoD experiment or refused to carry out observations for the DoD. Goes on to say that they have never failed to follow up a suggestion by DoD, the Bracewell Panel, or any other group for observations as to what they should do in their ionospheric programme. Also says that neither he nor Professor Drake have received any complaints in written form about the Observatory's performance with regard to the above in written form.
