Description	Points summarised; 1. There has not been serious discussion at A.U.I. 2. Both Tape and Heeschen would take it up only if Cornell desired it. 3. Let us first find out what the problems are before we discuss a solution. 4. Upgrading cannot commence in an era of administrative uncertainty. Cornell would need assurance of firm NSF backing to undertake such a task. Trustees would require such an assurance. 5. AUI could not do upgrading until a team had been assembled and become experienced with the instrument. His guess is that this would take at least two years. Little prospect of NASA money for radar. Absolutely no background in ionosphere or radar at AUI. 6. Cornell interest in Arecibo operation at present budget level is dependent on prospect of upgrading and successful operation thereafter. Without that prospect we would not propose further operation at present budget levels.
